5th District: Progress and Achievements
Councilwoman Bregetta Fields has been at the forefront of transformative initiatives that have significantly impacted our community. Here's a look at the major accomplishments we've achieved together in the last four years:
Supporting Homeownership and Neighborhood Revitalization
Approved the disposition of seven properties in the West Center City neighborhood to graduates of the Jumpstart Wilmington Program.
Launched the "Lower Hilltop Initiative" with Bud Freel and the Wilmington Land Bank, securing and doubling funds from diverse sources to boost homeownership and revitalize the Lower Hilltop neighborhood.
Investing in Parks and Early Childhood Development
Allocated $1,500,000 to enhance Tilton Park, the LACC Early Childhood Center, and Helen Chambers Park.
Promoting Higher Education and Traffic Safety
Increased funding for the HBCU Foundation from $100,000 to $200,000.
Approved a $100,000 allocation for a pilot program to implement traffic calming devices.
Significantly Reducing Crime
Achieved a 100% reduction in murders and significant drops in shootings and major crimes in District 16 (West Center City/Quaker Hill/Trinity Vicinity) since 2020, with a 25% decrease in major crimes in 2024.
Reduced shooting incidents by 57% and victims by 67% in District 18 (Cool Spring/Tilton Park/Lower Hilltop/Little Italy) since 2020, with a 22% drop in major crimes in 2024.
Collaborated with the Wilmington Police Department (WPD) and the community to help reduce crime throughout the 5th District, ensuring safer neighborhoods.
Strengthening Community Stability
Doubled the Neighborhood Stabilization Fund from $1 million to $2.5 million, including $1.5 million dedicated to the Home Repair Program.
Enhancing Utility Assistance
Increased funding for the Utility Assistance Program from $250,000 to $350,000.
Reimagining Community Spaces
Ensured community involvement in the $2 million Rodney Street Reservoir park project, which included the demolition of the former water reservoir.
